Division of Housing
The mission of the Frederick County Division of Housing is to assist in the provision of affordable housing for Frederick County residents with an emphasis on special needs populations, senior citizens, persons with disabilities, and low to moderate income workforce households.

Federal Fiscal Years 2025 - 2027
Frederick County’s first Community Development Block Grant (CDBG) Consolidated Plan covering Federal Fiscal Years 2025-2027 and 2025 Annual Action Plan were approved by the U.S. Department of Housing and Urban Development September 26, 2025, and are available for review. The Consolidated Plan outlines efforts to improve housing, support local services, and strengthen our communities.

County Housing Needs Assessment and
Strategic Plan
In September 2024, Frederick County announced a partnership with consulting firm Thomas P. Miller and Associates (TPMA) to develop a Housing Needs Assessment and Strategic Plan. This initiative will set the strategic direction for affordable housing policy in Frederick County.
