The Housing Choice Voucher (HCV) Program provides rental assistance to eligible low-income households to enable them to afford housing in the private rental market. The program provides variable rent subsidies to qualified tenants based on their family income; the family pays approximately 30% - 40% of their income towards rent and utilities. The monthly subsidy portion of the contract rent due from the housing agency is paid directly to the landlord on behalf of the tenant. Units are inspected and families are recertified annually. Unit owners screen and qualify tenants according to their standard criteria for tenancy.
To all rental property owners: Please be aware that "Source of Income" is a protected class under the Fair Housing Resolutions of Frederick County. By definition, participation in a federal housing assistance program qualifies as a source of income. Therefore, in Frederick County, it is housing discrimination to refuse to rent to a prospective tenant based upon their status as a participant in an assisted housing program.

The Frederick County Housing Choice Voucher (Section 8) waiting list is CLOSED. All accepted applications were sorted electronically to randomly assign position numbers.
Your position number reflects how many applications are in line in front of you; for example, if you are position #524 that means that there are 523 applications ahead of you on the list.
Due to the overwhelming number of applications received, telephone calls and emails regarding wait list position, estimated time to receive assistance, or changes to your application will not be returned.
It is important that you keep your contact information (mailing address especially) updated. No other information on the application can be or needs to be updated while you are on the list (for instance, no need to change family size information, income, etc.). To make a change to your address, phone, or email, please use the Change Form for Wait List Applicants. Submit the form to the Frederick County Department of Housing at 401 Sagner Avenue, Frederick, MD 21701. The Change Form is also available at our office. These changes may not be made via telephone.
Please be aware that failure to keep your contact information, especially your mailing address, updated could result in your name being removed from the waiting list.
