FREDERICK, Md. – Frederick County Executive Jan Gardner is pleased to announce the promotion and appointment of David Luckenbaugh as Division Director of Frederick County Animal Control. In his new position, Mr. Luckenbaugh will oversee Frederick County Animal Control and Pet Adoption Center. The County Council confirmed his appointment today.
“Dave has done an outstanding job as interim director,” Executive Gardner said. “He is dedicated to the welfare of animals and their owners, and he is well respected by his staff. I am confident Dave will excel in his new role.”
A longtime employee of Frederick County Government, Mr. Luckenbaugh has served as Acting Director since January of 2022. He began his tenure with Frederick County in 1992 as a kennel technician. For three years, Mr. Luckenbaugh worked as an animal control officer for Howard County before returning to Frederick County in 1998. He held progressively higher positions over the past 25 years, from Senior Animal Control Officer to Sergeant and Supervisor, and Deputy Division Director.
Mr. Luckenbaugh graduated from Howard County Community College’s Animal Control Officers Academy. He holds multiple certifications and licenses for animal control professionals, and has completed all three levels of the National Animal Cruelty Investigations School at the University of Missouri. Mr. Luckenbaugh lives in Myersville.
