County Council of Frederick County

The Frederick County Council, Frederick, Md., held its historic first meeting in the first floor hearing room of Winchester Hall, the seat of county government.

Council members elected Bud Otis to serve as president and M.C. Keegan-Ayer to serve as vice president.
