NOTICE OF PUBLIC HEARING
Re: GENERAL FUND-FUND BALANCE SUPPLEMENTAL APPROPRIATION
The County Council (“Council”) of Frederick County, Maryland, will conduct an in-person and virtual public hearing on Tuesday, November 18, 2025 at 5:30 p.m. (or soon thereafter) in the First Floor Hearing Room, 12 E. Church Street, Frederick, Maryland, to consider a proposed Budget Adjustment from the County Executive’s Office.
Budget Journal Number J-26-159: For the fiscal year beginning July 1, 2025, the County proposes a supplemental appropriation of General Fund fund balance of $2,500,000 to be appropriated for the purposes below:
• $1,500,000 of one-time funds to support local nonprofits by launching a grant program called HEART: Helping Empower Area Resources Together, and
• $1,000,000 of one-time funds for emergency support to help local food banks.

Individuals will be given an opportunity to be heard at this public hearing. Public comments will be limited to three (3) minutes per speaker. Recognized organizations will be limited to five (5) minutes.
The Council will utilize a web portal that can be found at www.frederickcountymd.gov/councilmeetings which will allow the public to participate in Council meetings. Individuals can watch the live public hearing via FCG TV (Channel 19), send written comments to councilmembers@frederickcountymd.gov, or use the toll-free number listed below to listen, speak live or leave a voice mail message. The portal also uses built-in translation services so those for whom English is not their native language can leave comments or read responses in more than 100 languages.
The public is reminded that all comments, both written and oral, will be made part of the public record.
