2026 Alcoholic Beverage License Renewal
2026 Alcoholic Beverage License renewal packets were emailed on January 14, 2026. If you have any updates or changes handwrite the correction directly on the form. If you did not receive your renewal packet, please contact the Liquor Board Office or call 301-600-2984.
Alcohol Sales Compliance Check Update
The Frederick County Board of Licensed Commissioners supported a Sales to Minor compliance initiative of alcohol licensed establishments in Frederick County. During our fourth quarter October, November, and December 2025, 54 establishments were inspected, 46 passed and 8 sold alcohol to underage buyers.
Here is a recap of the alcohol compliance stats for 2025, 220 establishments were inspected, 183 passed and 37 sold alcohol to underage buyers. This is a failure rate of 16.8%.

- There are strict guidelines for virtual classes, please see below.
- You must sign on 15 minutes early to ensure there are no technical difficulties.
- You MUST always be seen on the screen; THERE ARE NO EXCEPTIONS TO THIS POLICY.
- you MUST use a computer to sign in so that the screen stays open during testing.
- If you must use a cell phone and are in a group setting, if the proctor can see the students on the one screen main screen, then you can use the cell phone. (Example a person sets up one laptop that views the room of participants to take the class, but the test is taken on each person’s cell phone)
- Cell phones typically cut off the screen during testing. THIS CANNOT OCCUR – IF SO, THE TEST IS DISQUALIFIED.
- Each participant must have their own valid email address to join this class.
- Each person will receive an email invitation to attend the class ONCE THE CLASS FEE IS PAID. ($50.00 PER PARTICPANT)
- You must complete the form with a valid mailing address as this is the way you will receive your certificate. We will send an electronic copy within 24 hours of taking the class, but the actual hard copy will be mailed. Signup for Alcohol Awareness Training here!

Alcohol Awareness for Special "One-Day" Licenses and Promoters Permits
Each Licensed event shall have 100% employees/volunteers serving or selling alcohol complete an Alcohol Awareness training program.
ALCOHOL AWARENESS CHANGES - Full-Time Licenses
All licensed establishments must have 50% of ON DUTY employees that are SELLING or SERVING alcohol, Alcohol Awareness trained.
ABLE (Alcohol Beverage License Education)
This FREE 1 hour and 30 minute training is available to all licensees, managers, employees, and anyone in the alcohol service. The session covers the laws and regulations related to holding an alcoholic beverage license in Frederick County.
Beginning with the 2026 renewal period, the Board will require at least one manager from each licensed establishment to complete the training prior to license renewal. This requirement is part of the Board's ongoing efforts to promote responsible alcohol service and ensure compliance with regulations.

VIOLATION PREVENTION CLASS
This class is hosted by the Board and taught by Liquor Board Inspectors. This class is specifically designed to teach licensees and employees:
- How and when to request ID,
- How to determine if the ID is legitimate,
- If it's legal to sell to that person, and
- How to prevent a Sale to Minors violation.
If you have NOT been charged with a violation, the class is FREE.
If you have been charged with a violation, there is a one-time fee of $200 (regardless how many people attend from your establishment).
- March 3, 2026, class will be held at the VFW, 5951 Old National Pike, Frederick, MD 21702 from 4 PM - 6 PM
- April 7, 2026, class will be held at the VFW, 5951 Old National Pike, Frederick, MD 21702 from 9 AM - 11 AM
- May 5, 2026, class will be held at the VFW, 5951 Old National Pike, Frederick, MD 21702 from 4 PM - 6 PM
