Procedure for entering Winchester Hall


All visitors must sign in and present photo identification a the security desk prior to attending pre-bid conferences, bid openings or submitting bids or proposals. Please allow sufficient time for the sign in process.

Bidders Responsibilities


It is the responsibility of prospective bidders to completely download all of the files. Frederick County advises prospective bidders to periodically check the website for modifications to bid documents. Frederick County is not responsible for a prospective bidder's misunderstanding of the bid solicitation or non-responsive bid due to failure to check the website for updates or amendments to bid documents, and/or information regarding the bid solicitations. Failure to periodically check these websites will be at the bidder's sole risk.

Each vendor / contractor is responsible for registering and updating its own business profile for bidding purposes. Email notification of bid opportunities is based on commodity / service codes developed by the National Institute of Governmental Purchasing. This service is free of cost.

Frederick County, Maryland, Department of Procurement & Contracting partners with Public Purchase, a web based eProcurement service.  Public Purchase provides government agencies and their vendors with a comprehensive and easy to use web based eProcurement system.  For our vendors, this eProcurement system provides you with automatic notification and transmittal of bid solicitations to vendors.  In addition, Public Purchase gives you access to bid opportunities with other government entities.  All of this is provided at no charge.

The following open solicitations are posted at Public Purchase. To view or respond to a solicitation, you must be registered with Public Purchase. Instructions for registering are available here. Once you are registered, click on the appropriate listing and you will be forwarded to Public Purchase where you can login to view and/or respond to the solicitation.
