Ambulance Transport Insurance Billing

Ambulance Transport Insurance Billing is a program that provides reimbursement for services rendered for Ambulance Transport Services. In many cases, insurance carriers, government programs, auto insurances, etc., will generally reimburse a portion for ambulance charges.

Frederick County Fire and Rescue Services began billing patient’s medical insurance for ambulance transport services in January 2013, in an effort to offset the rising cost of providing emergency medical services. Reimbursement of these funds assists with operational expenses we incur in providing a combination volunteer and paid EMS System, while offering some relief to the taxpayers of the County. Providing the "Highest Quality" of professional patient care and treatment will continue to be our first priority in meeting the medical needs of the citizens and visitors of Frederick County.

- Non-Emergency Basic Life Support transports ......................... $320.00
- Emergency Basic Life Support transports ................................. $470.00
- Advanced Life Support, Level 1 transports ............................... $672.00
- Advanced Life Support, Level 2 transports ............................... $784.00
- Ground mileage of $11.00 will be charged per mile, from incident pick up to the closest
medical facility.
"How do we protect the privacy of your health information?"
Frederick County Fire and Rescue Services is committed to protecting your personal health information. We are federally mandated by the Health Insurance Portability and Accountability Act (HIPAA) and have in place a Compliance Program to protect your health information. If you need our help, just call 9-1-1 without hesitation. No one will ever be denied or refused services due to a lack of insurance or an inability to pay. Should you choose to NOT be transported, you will be asked to sign a "Patient Refusal of Care Form" and there will be no charge to you or your insurance.

What is Mobile Community Healthcare?
The concept of Mobile Community Healthcare, or MCH, is to deliver the right care to the right patients, at the right time, and at the right cost. The MCH Program aims to reduce the high-utilization of Emergency Medical Services resources, as well as the Emergency Department, by providing education, assessments, and access to resources.
The MCH Program does not replace a patient’s need to be seen in the primary care setting nor does it replace the roles of the clinicians in their healthcare team. Instead, the MCH Program works alongside of the patient’s healthcare team to ensure that existing care plans are properly implemented and maintained, and to provide additional support to the clinicians in the form of enhanced assessments and individualized, in-home patient care.
Partners in Healthcare
The Frederick County Division of Fire and Rescue Services operates the Mobile Community Healthcare Program in partnership with the Frederick County Health Department and Frederick Health Hospital. Our team works closely together to ensure that participants in the MCH Program are receiving timely, clinically-appropriate, patient-centered care.
Not Your Typical Paramedic
Paramedics that are assigned to the Mobile Community Healthcare Program are not your typical paramedic. In addition to being licensed at state and national levels as advanced life support providers, these clinicians are specially trained in community paramedicine and mobile integrated healthcare.
Our Community Paramedics, partnered with a registered nurse specializing in community-based care, are able to complete both a thorough medical and health history assessment, as well as assessments for the social determinants of health, including food security, housing, transportation, income, and other critical factors. Additionally, our Community Paramedics are also capable of providing a voluntary Home Safety Assessment, and can make recommendations and corrections to address safety concerns in the home.

If you think you know somebody that you feel may be incorrectly utilizing emergency medical services or the emergency department, please call our office and speak with our MCH Program staff members, who will be able to assist you further. The MCH Program is available at no charge to eligible residents of Frederick County, Maryland.

Frederick County Division of Fire and Rescue Services is committed to protecting your personal health information. We are required by law to maintain the privacy of health information that could reasonably be used to identify you. This is known as “protected health information” or “PHI.” We are also required by law to provide you with a Detailed Notice of Privacy Practices (“Notice”) explaining our legal duties and privacy practices with respect to your PHI. Additionally, we are required by law to notify you if we discover any instances when your PHI was unsecured in our possession and was stolen or lost.

Ambulance Transport Subscription Club
All Frederick County residents are eligible to join.
Save on Out-of-Pocket Costs
By becoming a member of the Ambulance Subscription Club:
- One hundred percent of all money collected is returned to your local ambulance company.
- We accept third party reimbursement as complete payment with no additional out of pocket expense to you.
Subscription Club Memberships
Membership Rates:
Senior Citizens (60+)..............................$15.00/year
*Per person age 60 & over
Individuals..............................................$25.00/year
Household...............................................$50.00/year
Additional Subscription Club Information:
1. Subscription Club Memberships are effective from January 1st thru December 31st each
calendar year.
2. Your Subscription Club Membership covers BLS (Basic Life Support) and ALS (Advanced Life Support) transports by Frederick County EMS. It does not cover helicopter transports and/or private ambulance transports.
3. All emergency calls resulting in a transport by a Frederick County local fire and rescue
company are covered.
4. Patients, who are not members of the Subscription Club, will be billed for any outstanding
balance not covered by their insurance.
5. Some insurance companies send payments for ambulance transport services directly to the patient, who is responsible to pay the bill. If this occurs, please forward payment immediately to our EMS Billing Coordinator.

6. When a subscriber moves out of the area covered by Frederick County, the subscription
is voided.
7. Subscription Club Memberships cover only the resident(s) residing at the home.
