The State of Maryland adopted legislation in 1995 that authorizes the governing body of a local jurisdiction to enter into a Development Rights and Responsibilities Agreement (DRRA). The enabling legislation to allow for DRRA’s was adopted by the County and became effective on November 16, 2007. The DRRA is described in Chapter 1-25 of the Frederick County Code. Chapter 1-25 was amended, effective March 2, 2012, to allow for Adequate Public Facility reviews to be part of a DRRA.
