FRO is the County’s adopted version of the Maryland Forest Conservation Act and is designed to protect and enhance forests in Frederick County. Impact Fees are required on all new development to cover a proportionate share of the costs for capital facilities necessary to accommodate development impacts on public schools and libraries to ensure adequate public facilities are available in a timely and well-planned manner.
