2023 Benefit Highlights

As of January 1, 2023, expect a few improvements and changes to your benefits:

  • New Cigna medical ID cards with new ID numbers will be issued this year. This new card must be used starting January 1, 2023. Discard all old medical ID cards; they will not be accepted after December 31, 2022.
  • Great news—the Medical & Dental plan premiums will not have an increase for 2023 and the VSP vision premium will decrease for 2023.
  • The Cigna True Choice Medicare (PPO) plan will continue to be available to Medicare eligible retiree plan participants. Details are provided below in the Medical Plan Information Tab.


Your Coverage

If you are unsure about which health and/or dental plan you are enrolled in currently, log into www.mycigna.com or download the myCigna app on your mobile device. If you have never used this website before, you will need to register first. Alternatively, you may call Cigna Customer Service at 1-800-244-6224

If you have questions about any of the medical and/or dental plan’s features, Cigna will operate a special Pre-Enrollment Hotline at 1-888-806-5042, starting November 1st.

If you have the County subsidized Medicare Supplement plans, AARP/United Healthcare will communicate any coverage updates and rates directly to you.

Any changes in cost for coverage will be reflected in your February 1, 2023, County or State pension benefit payment or invoiced to you for January 1, 2023.

**The 2022 1095-B Tax Form are available on online at myCigna.com**

If you were enrolled in health coverage through Frederick County Government at any time during Calendar Year 2022, your 1095-B Tax Form is now available in your myCigna.com account.

Here are the instructions for accessing your 1095 tax form from Cigna.

  1. Log onto myCigna.com
  1. Access the below once the customer is logged in:
  • Select Coverage in the main navigation menu toolbar arrow.
  • Select Medical from the drop-down menu.
  • Select View the main features of your plan (underneath title)
  • Select Download a 1095-B Tax Form
  1. The screen that opens provides versions of all available 1095-B tax forms.
  • Customer must click on the PDF link to access the form they need.
  • The PDF populates and subscribers can then save and/or print their 1095-B tax form.
  • Select File, Print to print the form, or File, Save As to save the form.


CORRECTION: Previously it was posted that 2022 1095-B and 1095-C Tax Forms were mailed. Retirees do not receive 1095-C Tax Forms as they are for active employees only. In addition, Cigna is NOT mailing 1095-B Tax Forms. You must go online to access it
