Board's Purpose
The Council is responsible for reviewing periodically, with the advice and assistance of the substance abuse coordinator, available services and facilities and determine local substance abuse program needs; advises the County Executive and the Frederick County Health Officer on the progress of Frederick County’s substance abuse programs and of actions needed for further improvements; reviews and comments on all local grant applications for substance abuse programs; and makes recommendations for appropriate allocations of funds in accordance with agreed upon priorities and consideration of financial resources (private, public, and state).

First Monday of each month at 5:00 p.m.

The Council was established on May 11, 2004 - Maryland General Assembly (Annotated Code of Maryland, Health-General Article, Section 8-001.)
Procedure for Appointment
The County Executive appoints the council members, with confirmation by the County Council. Members serve four-year, staggered terms.
