Impact Fees
Development Impact Fee Ordinance
The Development Impact Fee Ordinance was established in accordance with Section 9J of Article 25 of the Annotated Code of Maryland and went into effect on July 1, 1993, and was amended to establish Library Impact fees January 1, 2001. The provisions of the ordinance apply to all lands within Frederick County including within each municipality. The ordinance was adopted for the purpose of promoting the health, safety, and general welfare of the residents of the county by requiring that all new development pay its proportionate fair share of the costs for capital facilities necessary to accommodate development impacts on public schools and libraries and ensuring that adequate public facilities are available in a timely and well-planned manner.
Impact Fees & Waivers
The ordinance states that each person who applies for a residential zoning certificate or building permit to improve real property by development or by changing the use of a property will pay a development impact fee based on the impact fee schedule below. Impact fees must be paid prior to the issuance of a building permit or zoning certificate.
