The 2018-2037 Solid Waste Management Plan (SWMP) must be approved by the Maryland Department of the Environment (MDE) by December 31, 2017. In order to meet this deadline, MDE recommended that Frederick County submit a draft SWMP to MDE for review and comments prior to the County’s adoption of the SWMP. MDE requested this draft be received by March 1, 2017. Furthermore, MDE must receive the County-adopted SWMP for review no later than September 1, 2017.
The Phase 2 report of the Solid Waste Steering Committee consultant, Geosyntec, is scheduled to be released in March 2017, and while it is taking a parallel track to determine the solid waste management options for the coming years, the report will not be completed, analyzed and evaluated in time to meet the March 1, 2017 deadline. Once the Geosyntec report is completed and evaluated, the SWMP will require updating to incorporate the solid waste management strategies outlined therein and the review process will need to begin again with MDE.
