Richard P. Harcum has served as Acting Chief Administrative Officer since February 1, 2019. He oversees daily operations for all 18 divisions under the direction of the county executive.
“I am very pleased that Rick will serve as Acting CAO,” County Executive Jan Gardner said. “His financial experience and knowledge of county government will be a great asset to our citizens.”
He was appointed Budget Director in February 2016. Prior to joining Frederick County Government, he worked for the Washington Metropolitan Area Transit Authority (WMATA), where he served most recently as director of performance management, developing business plans to align the organization to accomplish its strategic goals. Mr. Harcum also served as WMATA’s budget director overseeing a multi-billion dollar operating and capital program financed through a mix of operating revenue, local government funding, long-term debt and federal grants.
Mr. Harcum also served as a trustee for multiple defined benefit and defined contribution pension plans and has extensive experience with collective bargaining. He also worked at the Maryland Department of Transportation as a financial planner, and as a financial analyst for a telecommunications corporation.
He earned his master’s degree in finance and his Bachelor of Science in business administration, both from the University of Maryland.
Mr. Harcum succeeds former CAO Raymond Barnes, who retired on January 31, 2019.
