Council Member - District 4
Jessica is a music teacher, a passionate education and community activist, and resident of Fredericktowne Village where she lives with her husband.
Born and raised in Smithsburg, Maryland, Jessica is a life-long Marylander who has been living in Frederick City for the past ten years. Her mother, a special education teacher, and father, a musician and arts activist, set the stage for her career in arts education and passion for public service. She holds a Bachelor’s Degree in Music from St. Mary’s College of Maryland and a Master’s Degree in Educational Leadership from Hood College.
Jessica is a music teacher at Oakdale Elementary School, where she also directs an extracurricular inclusive chorus, and has served in several leadership capacities at the school and county level. A product of public schools, Jessica is a firm believer that every child has the right to a high quality education. Through her work in the classroom, she inspires young children to express themselves, become risk-takers, and work cooperatively with one another.
Jessica believes that the arts play a critical role in our culture and society. She is actively engaged in the Frederick community and plays the violin with the Frederick Symphony Orchestra.

Jessica is a past member of the Board of Directors of the Frederick County Teachers Association and the Legislative Committee of the Maryland State Education Association (MSEA). For the past five years she has served as an elected delegate to the MSEA and NEA Representative Assemblies, where educators gather to discuss critical issues revolving around education reform and to advocate for students, schools, and teachers. In 2014, she was named the NEA Political Activist of the Year.
In 2013 Jessica was appointed to the Board of Directors of the Frederick Arts Council, and currently serves as Secretary/Treasurer, where she works to support artists and arts organizations. As a member of the board, Jessica is strengthening the arts council’s connections to the school system and working to ensure that arts groups from around the county, not just Frederick City, are represented.
As a graduate of Emerge Maryland, a prestigious political leadership program for Democratic women, Jessica is engaged with the best and brightest of Maryland’s political leaders. Frederick County and the state of Maryland are lacking in the number of women elected to office. She believes that women and young families need a representative at the county level.
Jessica is an active member of the Young Democrats of Frederick County and is a member of the League of Women Voters.
