With concern for the health and safety of Frederick County citizens, Citizens Services Division at 401 Sagner Avenue is handling all services by mail, email and phone only. Please note that the Department of Housing and Community Development will continue to accept your paperwork by mail and email.

Citizens Services Division Mission:  Through its administrative office and each of its departments, the Citizens Services Division improves the wellbeing of Frederick County, Maryland residents by providing low or no cost person-centered housing, human services, and community resources.

Citizens Service administration provides direct oversight/monitoring to all departments within the division.
