Governance
Facilitate interagency coordination; create a vision for local government in achieving results for children and families; make decisions on standards, goals and priorities; determine service delivery needs; approve grants; contract for services; review outcomes; establish policy guidance; engage commitment and broad collaboration.
Administration - Services
Ensure ongoing operations; implement plans and services; and provide and/or coordinate technical assistance.
Oversight - Services
Manage information system; define baseline and results; establish methodologies for evaluation; monitor services; coordinate evaluation and accountability for outcomes.
Fiscal Management
Manage funding received from the State; submit a child and family budget to local and state government; pursue development of additional funding; serve as fiscal agent, allocate resources.
Planning
Complete community needs assessment; develop and update long term plan annually; plan and develop new services; identify resources; eliminate duplication of services.
Public Awareness
Command public and legislative attention and support; coordinate and provide training; engage private sector commitment; promote public awareness of existing services; emphasize monitoring and collaboration; shift focus to prevention / early intervention.
