Frederick County Minimum Livability Code

The
Frederick County Minimum Livability Code document was adopted by the
Board of County Commissioners, in compliance with Section 6-103 of Article 41B
of the Maryland Annotated Code to protect the health,
safety and welfare in
residential structures (limited to rental properties) and premises by:
1. Establishing minimum property maintenance standards
2. Minimum requirements for egress, fire protection systems, and other
fire safety devices
3. Fixing the responsibilities of property owners and tenants
4. Providing for administration, enforcement, and penalties.
Any person who willfully violates any provision of the Code is guilty of a misdemeanor and on conviction for each violation is subject to a fine not exceeding $500 for each day that the violation exists or imprisonment not exceeding 3 months, or both. The Board of County Commissioners has the authority to seek injunctive relief to gain compliance with this Code.
