Maryland Health Insurance Plan
A state-managed health insurance program for Maryland residents who have been unable to obtain health insurance for other sources. MHIP offers its participants access to both CareFirst BlueChoice HMO and CareFirst Blue Preferred PPO networks.
How to Apply
It is easy to apply for coverage with MHIP.
- Review the MHIP Application Booklet and Premium Rate Card for information on Plan costs and benefits.
- Print the Enrollment Application.
- Read the MHIP Application Booklet which explains the Plan, the eligibility criteria and the documentation that must be submitted with your application. Each section of the Enrollment Application is explained.
- Complete the Enrollment Application.
Note: If the enrollment application is not complete, it will be returned to you. This will delay your enrollment in the plan.
- Attach the residency and eligibility documentation required for the eligibility category for which you qualify.
- Mail the Enrollment Application and the required documentation to:

Health Insurance Partnership: Small Business, Big Benefits
Purpose
- Assist low and moderate income employees of these small employers in obtaining health insurance
- Provide an incentive for employers with 2-9 employees to offer health insurance for their employees
- Promote access to health care services and reward participating individuals for efforts to improve their health and/or manage chronic disease.
Guidelines
- Family coverage can also be subsidized. Once enrolled in the Partnership, the business is likely to continue to be eligible for the subsidy in following years.
- The subsidy goes both to the employer and to the employee. Enrollment will be capped to stay within the Partnership’s approved annual budget.
- Under the partnership, a small business that has 2 to 9 full-time employees, has not offered health insurance to its employees during the previous 12 months, and meets wage and salary requirements established by the Commission , is eligible to receive a subsidy of up to 50% of the premium.

Employed Individuals with Disabilities Program
The Employed Individuals with Disabilities (EID) Program offers Medicaid coverage to Marylanders with disabilities who are working and getting paid.
The EID Program:
- Adds to your private insurance
- Covers most health care if you have no health insurance
- Provides cost savings if you have Medicare
To Qualify:
- Are under the income limits:
- Single-up to $63,420 a year
- Married couples- up to $85,020 a year
- Be between 18 and 65 years old
- Be working full or part-time
- Have a disability which meets Social Security’s medical standards
- Have resources less than $10,000 (NOT including house, cars, certain retirement accounts)
Premiums cost anywhere from $0 - $55 per month, depending on income
