Currently, the Frederick County Adult Detention Center participates in two programs for the Department of Homeland Security, Immigration and Customs Enforcement.
  • Inter-Governmental Service Agreement (IGSA)
  • The 287(g) Interconnection Security Agreement (ISA)

Inter-Governmental Service Agreement (IGSA)
The IGSA consists of the Detention Center housing detainees who are in various stages of removal proceedings with Immigration and Customs Enforcement. The Detention Center is compensated for housing these detainees.

The 287(g) Interconnection Security Agreement (ISA)
The 287(g) Interconnection Security Agreement (ISA) is the second program. The 287(g) ISA authorizes 16 Correctional Officers to be nominated, trained and certified as Law Enforcement Personnel to perform certain immigration functions within the Detention Center. The certified Correctional Officers will identify and process immigration violators that have been incarcerated within the Detention Center.
