Effective on July 1, 2011, County employees have a choice of two plans:
  • CIGNA Open Access Plus In-Network (OAPin)
  • CIGNA Open Access Plus (OAP)

If an employee wishes to enroll in one of these plans, he/she must submit a completed insurance application form to the Division of Human Resources within 30 days from his/her first date of employment or subsequent benefit eligibility.  A flat amount equal to eighty-five percent (85%) of the OAPin plan premium at each coverage level is paid by the County, and the remainder of the premium for either health plan is paid by the employee. 

Under the OAPin plan, members receive care from participating providers in the national CIGNA Open Access Plus network. Care received from providers who do not participate in the network is not covered, except in the case of emergency. Referrals are not required to visit in-network specialists. There is a $15 co-pay for physician office visits.  Inpatient hospital expenses are covered in full, after paying a $100 copayment.  Lab and other diagnostic tests are covered at 95% of the approved rate. Prescriptions are $10 for Generic, $30 for Preferred Brand and $50 for Non-Preferred Brand prescription drugs at participating pharmacies.  This plan also offers a mail order drug program, and vision services discounts through CIGNA Vision and Healthy Rewards. 

The OAP plan provides employees with two types of benefits:  1) In-network, which is care received from participating providers in the national CIGNA Open Access Plus network under comparable rules and benefits to the OAPin plan, described above, and 2) Out-of-network, which is care received from non-participating providers.  If the member chooses to go to a provider who does not participate in the network, he/she will need to meet a deductible of $300 per person ($600 maximum per family) per contract year.  After an employee’s deductible for out-of-network expenses is met, most services will be reimbursed at 80% of reasonable and customary charges. Prescription drug coverage benefits are the same as in the OAPin plan.  This plan also offers a mail order drug program and vision discounts as described above.
