Records
Offender Records falls under the control of the Commander of Support Services (Lieutenant).The Inmate Records Section has two Administrative Specialists assigned to provide a wide range of administrative duties for the Inmate Records section of the Detention Center. Staff assigned to this area work at a supervisory level, managing all aspects of the inmate base files, and utilize personal discretion in handling matters as they arise.
Their duties include inmate base record management, typing, filing, preparation of correspondence to the courts and to other law enforcement / correctional jurisdictions. Preparation of monthly, quarterly and annual reports to local and state officials are also handled by this section. Updating C.J.I.S. (Criminal Justice Information System) as to when offenders are incarcerated or released and the managing of detainers are other functions controlled by these Administrative Specialists. Inmate base files are maintained under strict guidelines with Maryland Commission on Correctional Standards and the American Correctional Association.
Training
The Training Section is responsible for the In - Service Training and Career Development for the Corrections Bureau's over 172 employees. Other tasks include managing the Frederick County Criminal Justice Training Academy which provides Entry Level Training to new correctional officers and support staff as mandated by the State of Maryland as well as providing these educational services to surrounding counties.
The Maryland Police & Correctional Training Commission requires within one year of appointment to the position of Correctional Officer or Support Staff, attendance in a Maryland Correctional Training Commission approved academy. Correctional Officers need a minimum of 200.0 hours and Support Staff need a minimum of 120.0 hours.
All personnel of the Frederick County Sheriff's Office - Corrections Bureau received in - service training on the topics of Bloodborne Pathogens / AIDS, Airborne Pathogens, Suicide Prevention, Prison Rape Elimination Act, Emergency Procedures, and Medical Intake Procedures.
All personnel hired in the capacity of Correctional Officer and Support Staff received an orientation program ranging from 40.0 hours classroom with an additional 40.0 to 120.0 hours of on the job training. All civilian employees have received an orientation program of 4.0 hours classroom and an additional 36.0 hours of on the job training. This training has approved lesson plans by the Frederick County Sheriff's Office and Maryland Police and Correctional Training Commission.
