Accounting and Budget falls under the Commander of Fiscal Services (Lieutenant).An Office Manager and Administrative Specialist are assigned to the accounting and procurement aspects of the facility's management of these funds. They are responsible for the accountability of all offender funds, including Detention Center inmate accounts, Work Release canteen accounts, distribution of earnings, and the collection and distribution of fees received from offenders who participate in Home Detention, Pretrial Services or Alternative Sentencing Programs.

Along with these assigned duties, staff are also responsible for the procurement of equipment and materials necessary for maintaining safe and effective operations at the Detention Center, the Medical Department and the Work Release facility.

Revenues from the sales of commissary items sold to incarcerants are deposited in an account separate from the county general funds. Funds are used to maintain a copier in the facility library for the use of all offenders seeking copies of law text or other materials in preparation of their cases. Additionally, commissary funds are expended to maintain and repair equipment utilized by the inmates. Funds from this account provide materials for those inmates attempting to further their education, through the purchase of books and G.E.D. tuition fees. Inmate monthly newsletters, weekly videotapes, law books, religious books, and various magazine subscriptions are also funded by this account.

The Commander of Fiscal Services is also responsible for Capital Improvement Projects (construction).
